A little more in depth explanation of the ranking system without reading the wikipedia docs is that basically you start off at 1600, and every 200 points you go up is basically a higher skill bracket, i.e. in chess you have master, international master, grand master, etc.
You can only go up or down 32 points in a game max, or 16 up or down in a draw. Go on GPGNet, click help, and GPGNet Knowledge Base. Search for "ranking" and click article 1007, it gives you exactly how the ranking system in the game works without being too technical. Also you can only get a match with players rated +/-250 points around your rating.
